I contacted Vietcombank's switchboard and some other banks and got the answer for a common reason as follows: Currently, all banks use the number 9704 for domestic cards in Vietnam (ATM) so if If you use a card with an old number, you cannot add the card to the Samsung Pay app, so you should change a new card before you can link.

Why didn't I receive the card verification message?
