Bunbury-Harvey Regional Council Dissolution: What Changes for Waste Services? November 6, 2026

Information checked: November 6, 2026, at 9:09 p.m. UTC (November 7, 2026, at 5:09 a.m. Australian Western Standard Time, UTC+08:00).

The City of Bunbury and the Shire of Harvey have agreed in principle to begin dissolving the Bunbury-Harvey Regional Council (BHRC), the authority that manages regional waste infrastructure. For residents, the immediate answer is straightforward: household bin collection days remain unchanged, and the Stanley Road Waste Management Facility remains open.

The dissolution is a proposed transition, not a completed change. The councils still need to work through an agreement and decide how Stanley Road will be managed in the future. The City of Bunbury’s waste services update says final approval will be subject to the agreement of Western Australia’s Minister for Local Government.

Destaques

  • Bunbury and Harvey have agreed in principle to start the process of dissolving BHRC; the final arrangements are still being developed.
  • Household bin collection schedules are unchanged, and Stanley Road continues to operate.
  • A draft dissolution and transition agreement is expected to go to both councils in the first quarter of 2027.
  • Bunbury expects food and garden organics processing to resume in early November 2026, but residents should check for confirmation that it has started.

What does the Bunbury-Harvey Regional Council dissolution mean?

BHRC is a statutory regional local government authority established by Bunbury and Harvey in 1990. Its role has been waste recovery and disposal, including management of the Stanley Road facility. The authority says individual councils, rather than BHRC, are responsible for waste collection services. That distinction explains why a change to the regional body does not automatically change the day a household bin is collected. See BHRC’s description of its responsibilities.

Bunbury says a transition working group with representatives from both councils and BHRC will support the preparation of a dissolution and transition agreement. The city expects the process to take about 12 months. That is an estimate, not a guaranteed completion date, and the future operating model for Stanley Road has not yet been determined.

Staff arrangements also remain unresolved. Bunbury says no decisions have been made about individual roles and that a staff representative will sit on the working group.

Why are Bunbury and Harvey proposing the change?

According to Bunbury, the regional council still operates under an agreement written in 1989. The city says the agreement does not provide a dispute-resolution mechanism, clearly define each council’s share, or allow enough flexibility in decision-making. Environmental requirements, infrastructure needs, and funding pressures have also changed since the arrangement was created.

The proposal follows difficulties with regional organics processing. Bunbury says its food organics and garden organics, or FOGO, processing stopped at Banksia Road in December 2024. The city’s update says material has since been directed to landfill while a new processing arrangement is put in place. These service difficulties form part of the background; the councils have identified the regional body’s governance arrangements as the reason for the proposed transition.

Will bin collections or the Stanley Road tip change?

The current decision does not change household bin collections in Bunbury or Harvey, according to Bunbury’s update. Residents should continue following the collection calendar and sorting instructions issued by their own council. Any future service changes would need to be announced separately.

Stanley Road, in Australind, remains open for residents and businesses that use its facilities, subject to the site’s existing acceptance rules. The BHRC facility guide says the public transfer station accepts residential quantities of listed materials and does not accept commercial waste. Check the guide before loading a vehicle, especially for restricted items.

The Shire of Harvey’s facility page lists Stanley Road’s usual hours as 8 a.m. to 5 p.m. Australian Western Standard Time, seven days a week, with closure on public holidays. It also lists disposal charges and says member-council residents need proof of residence for the applicable rates. Confirm current hours, accepted items, and fees before making a trip.

What is happening to FOGO processing?

Bunbury’s separate waste update says processing is anticipated to resume in early November 2026 after a transition period. That is a forecast: the information checked did not confirm that processing had already restarted. The city says household FOGO collections continue on their normal schedule.

Under the planned arrangement, Bunbury’s collected organics will be assembled and bulked at Cleanaway’s Banksia Road facility, then transported to the Regional Resource Recovery Centre in Canning Vale for processing. Bunbury describes this as an interim arrangement while a permanent South West processing facility remains a longer-term goal. The timing and delivery of a permanent facility have not been established in the update.

Bunbury residents should also check the city’s current sorting guidance. Its update lists food scraps, garden organics, and certified compostable caddy liners as accepted in the FOGO bin, while paper, cardboard, animal droppings, and food-soiled paper and cardboard are excluded under the updated arrangements. Harvey residents should follow their own shire’s instructions, since local service arrangements can differ.

Will waste charges rise?

The dissolution announcement does not establish a new charge or a future fee schedule. Costs and responsibilities under the replacement arrangement remain to be worked through, so residents should watch their council’s future budgets and transition announcements rather than assume either an increase or a saving.

Separately, Bunbury says the additional cost of its planned FOGO processing compared with landfill has been reduced to $323,648 a year and managed within existing waste operations, with no increase to rates or waste charges from that decision. That statement concerns Bunbury’s FOGO processing decision; it is not a guarantee about future charges across both council areas.

What should residents watch for next?

The first major public milestone is the draft transition agreement expected before both councils in the first quarter of 2027. Residents can look for details on who will operate Stanley Road, how assets and costs will be handled, and whether any service or fee changes are proposed. The agreement and ministerial approval remain outstanding, so the final structure and timing could change.

For a missed bin or a question about household sorting, contact your own council. For a planned visit to Stanley Road, check BHRC’s current facility information or call the site on 08 9797 2404. Bunbury lists its Waste Services team at 08 9792 7333.
