UK Pensioner Tax Allowance: How State Pension Income Is Taxed

State Pension is taxable income in the UK, but it is normally paid without Income Tax being deducted. Whether you owe tax depends on your total taxable income for the tax year—not on the State Pension by itself. For 2026/27, the standard Personal Allowance is £12,570. The government announced a separate Pension Tax Allowance in the October 2026 Budget, but that measure is due to start in 2027/28, not this tax year.

Key figures at a glance

ItemWhat applies
Current tax yearApril 6, 2026 to April 5, 2027
Standard Personal Allowance£12,570 for most taxpayers
Full new State Pension rate£241.30 a week in 2026/27
New Pension Tax AllowanceAnnounced for 2027/28 through 2029/30; not a 2026/27 allowance

These figures are confirmed in current GOV.UK Income Tax rates and allowances and the Department for Work and Pensions’ 2026/27 benefit and pension rates.

Is State Pension taxable?

Yes. The basic State Pension, new State Pension, and Additional State Pension count as taxable income. HM Revenue & Customs (HMRC) adds the taxable amount to other taxable income for the year, applies any allowances, and taxes the remaining amount at the relevant rates. Other income may include an employer or personal pension, wages from part-time work, rent, or taxable interest and investment income. Some benefits are tax-free, so check their treatment rather than automatically adding every payment you receive.

There is no separate higher Personal Allowance simply because someone has reached State Pension age. For 2026/27, most people start with the standard £12,570 allowance. It is reduced when adjusted net income exceeds £100,000, falling by £1 for each £2 above that limit, and can be reduced to zero. Separate allowances may apply for other reasons, including Blind Person’s Allowance or, for qualifying couples, Marriage Allowance or Married Couple’s Allowance.

How to estimate tax on State Pension income

  1. Choose the correct tax year. The UK 2026/27 tax year runs from April 6, 2026, through April 5, 2027.
  2. Find the taxable State Pension figure. Use the annual entitlement amount shown in your DWP State Pension information, not just the deposits that reached your bank account.
  3. Add other taxable income. Include workplace or personal pension income, earnings, rental income, and taxable savings or investment income as applicable.
  4. Subtract allowances and apply your tax bands. Income Tax is charged on taxable income above your available allowances. The rate depends on the band and, for some income, where in the UK you live.

For a simple illustration, suppose someone has £12,400 of taxable State Pension entitlement and £4,000 from a taxable workplace pension in 2026/27. Their combined income is £16,400. After a £12,570 Personal Allowance, £3,830 remains taxable. If they are taxed at the 20% basic rate and have no other allowances or adjustments, the illustrative Income Tax is £766. This is a calculation example, not a bill: Scottish income-tax bands differ, and other income or reliefs can change the result.

The full new State Pension rate for 2026/27 is £241.30 per week. A straightforward 52-week comparison is £12,547.60, slightly below the £12,570 Personal Allowance. That helps explain why a person receiving only the full new State Pension will generally not owe Income Tax in 2026/27. The exact taxable figure can differ because HMRC calculates State Pension by the amount a person was entitled to receive over the tax year, including changes in the weekly rate. HMRC’s guide to how State Pension is taxed explains the entitlement calculation.

How is any tax collected?

State Pension is usually paid gross, without tax withheld. If you also receive wages or another pension, HMRC will usually adjust a tax code so the tax due is collected from that income. If it cannot collect the amount through a tax code, it may send a Simple Assessment after the end of the tax year. People who file a Self Assessment return must include the annual State Pension entitlement figure. Check the tax code and income amounts rather than assuming that a gross State Pension payment means no tax is due.

What the new Pension Tax Allowance changes—and when

The Budget 2026 announcement on October 28 introduced a future tax reduction officially called the Pension Tax Allowance. It is intended to prevent people above State Pension age from being brought into tax solely because the full new State Pension rises above the Personal Allowance. The government says it will apply for the 2027/28, 2028/29, and 2029/30 tax years, beginning April 6, 2027.

This is not an increase to the £12,570 Personal Allowance and it does not make all pension income tax-free. It is a reduction applied after the ordinary Income Tax calculation. A person above State Pension age whose total income from all sources is at or below the full new State Pension for the year is due the full reduction. If total income is higher, the reduction tapers by £1 for every £3 above that threshold until it reaches zero. It cannot exceed the person’s tax bill and does not produce a cash payment.

For 2027/28, the government’s published rates table lists £13,037 as the income level below which the full Pension Tax Allowance applies, and £13,319 as the point at which it is fully withdrawn. Those are future-year figures; do not use them to calculate 2026/27 tax. The government says legislation to create the entitlement will be introduced in Finance Bill 2026–27, so the measure is announced policy and is not yet in force as of October 30, 2026. Read the official Income Tax reduction guidance for eligible pensioners for its current terms.

What to check before contacting HMRC

  • Confirm whether you are calculating 2026/27 or a later tax year.
  • Gather the State Pension entitlement figure and statements for other taxable income.
  • Check which Personal Allowance or other reliefs apply to you and whether you are a Scottish taxpayer.
  • Compare the total with your HMRC tax code or Simple Assessment; correct missing or duplicate income figures.
  • For 2027/28 onward, recheck the Pension Tax Allowance rules and thresholds when Finance Bill legislation and HMRC guidance are updated.

The practical rule is simple: count the State Pension as part of taxable income, then calculate tax on the total after allowances. For 2026/27, use the existing Personal Allowance. Treat the new Pension Tax Allowance as a separate, future measure with a start date of April 6, 2027.
