State Pension and Tax Allowance: When Do You Pay Tax on Your Pension?

The UK State Pension is taxable income, but receiving it does not automatically mean you owe Income Tax. What matters is your total taxable income, the allowances available to you, and the tax rates that apply. The State Pension is paid without tax being deducted, which can make the position confusing when another pension starts.

Illustrative example: Alex is a fictional pensioner living in England. For the 2026–27 tax year, Alex has £12,000 of taxable State Pension entitlement and £6,000 of fully taxable workplace pension income. Alex has the standard Personal Allowance and no other income or tax adjustments. We will use this example throughout; it is not a real person's experience or tax assessment.

This UK explainer was checked on November 1, 2026. The current tax year runs from April 6, 2026, to April 5, 2027. The Pension Tax Allowance planned for April 2027 is discussed separately below.

How does the Personal Allowance apply to pension income?

The standard Personal Allowance for 2026–27 is £12,570. It is an allowance against an individual's income, not a separate allowance for every pension or income source. Having both a State Pension and a workplace pension does not create two £12,570 allowances.

HMRC includes the basic or new State Pension, Additional State Pension, taxable workplace and personal pension payments, earnings, and other taxable income when establishing your tax position. Rental income and savings interest can also matter, although separate rules and allowances may apply to those sources.

For Alex, the practical task is to combine the two annual pension figures before comparing the total with the allowance. Read HMRC's guide to taxable pension income and current Personal Allowance and tax bands for the underlying rules.

Worked example: when Alex starts paying tax

2026–27 calculationIllustrative amount
Taxable State Pension entitlement£12,000
Fully taxable workplace pension£6,000
Total taxable income before Personal Allowance£18,000
Less standard Personal Allowance£12,570
Income remaining subject to tax£5,430
Income Tax at 20%£1,086

The 20% calculation applies because Alex lives in England and all £5,430 falls within the basic-rate band. Alex is not taxed at 20% on the entire £18,000. The allowance shelters the first £12,570 under these assumptions.

If Alex's only taxable income were the £12,000 State Pension, there would be no Income Tax in this simplified example. Adding the workplace pension changes the result because only £570 of the allowance remains available after the State Pension is counted.

Is the full new State Pension below the allowance?

The full new State Pension rate is £241.30 a week in 2026–27. Multiplying that rate by 52 gives £12,547.60, a headline comparison just £22.40 below the standard Personal Allowance. This shows why even a small amount of other taxable income can become relevant.

However, that multiplication is not a universal tax-return figure. HMRC taxes the State Pension you were entitled to receive during the tax year, rather than simply totaling the payments that reached your bank account. Its guidance says that, for a full year where the pension started on or after April 6, 2010, it normally uses one week at the rate before the April change and 51 weeks at the new rate. Starting partway through the year changes the calculation.

Amounts can also differ from the headline rate because of your National Insurance record or a protected payment. Alex should use the entitlement information on the DWP pension letter, not substitute the full published rate. HMRC explains the calculation in How your State Pension is taxed.

How is tax collected if the State Pension arrives untaxed?

For someone with a workplace or private pension, HMRC usually adjusts a tax code so that the provider collects tax due on the combined income through Pay As You Earn (PAYE). A working pensioner may instead have the adjustment applied to employment income.

In Alex's case, the workplace pension's deductions may therefore include tax associated with the State Pension. That does not mean the State Pension is tax-free or that it has been taxed twice.

If the State Pension is your only income and tax is due, HMRC can send a Simple Assessment bill. If you already complete Self Assessment, include the required pension income on your return. Receiving a State Pension does not, by itself, mean everyone must start filing a return.

Practical check: Alex should compare the tax-code explanation with the pension figures and keep the workplace pension P60. HMRC's pension tax payment guide explains these collection routes.

What is changing with the Pension Tax Allowance?

On October 28, 2026, the government published further details of the Pension Tax Allowance (PTA). The policy paper says legislation will be introduced in Finance Bill 2026–27, with the measure intended to take effect on April 6, 2027 for the 2027–28, 2028–29, and 2029–30 tax years. As of this article's check date, these are announced proposals for future years, not a reduction to Alex's 2026–27 calculation.

The proposed PTA is an Income Tax reduction; it does not increase the standard Personal Allowance or permanently make State Pension income exempt. It is designed for people above State Pension age, or reaching that age within the tax year, whose total income is at or near the full new State Pension.

The Treasury's explainer gives a full annual new State Pension value of £13,036.40 for 2027–28. Above the full-income threshold, the proposed reduction tapers by £1 for every £3 of additional income; the explainer says it is fully withdrawn at £13,319. HMRC plans to apply eligibility automatically, without a claim.

Alex should not subtract this future relief from the illustrative £1,086 bill for 2026–27. Check the policy paper and legislative proposal and Treasury PTA explainer for implementation updates.

When will your calculation differ from Alex's?

If you live in Scotland

Scottish Income Tax applies to pension income using different bands and rates. The standard Personal Allowance is still £12,570, but the 2026–27 starter rate is 19%, followed by other bands. Do not apply Alex's England-only 20% calculation automatically. Use the Scottish Income Tax table for your circumstances. The main non-savings pension rates used in Alex's example also apply in Wales and Northern Ireland.

If your allowances or withdrawals are different

Marriage Allowance, Blind Person's Allowance, and other relevant reliefs can change the outcome. At higher incomes, the standard Personal Allowance falls by £1 for every £2 of adjusted net income above £100,000.

Private pensions can also provide tax-free lump sums, subject to the applicable limits and protections. That is a separate rule from the Personal Allowance: it does not make 25% of every State Pension payment tax-free. A large taxable private-pension withdrawal can push income into a higher band. Check HMRC's pension lump-sum rules before treating a withdrawal as ordinary monthly income.

How to check your own pension tax position

Following Alex's approach, gather your DWP entitlement letter, gross workplace or private pension figures, tax-code notices, and details of other taxable income. Use figures for the same tax year and distinguish gross income from the amount received after deductions.

HMRC's pension tax checker estimates current-year tax using the standard Personal Allowance and State Pensions starting after April 5, 2010. Read its eligibility conditions: it cannot include foreign income or Blind Person's Allowance. If your circumstances fall outside its scope, or HMRC's income figures are wrong, use the relevant HMRC guidance or contact HMRC rather than relying on Alex's simplified result.
