Early game
Start with 3 Frost, add another tank like Galio to increase tankiness. Because at this point only Warwick is tanky and Twitch, Zilean deal damage in the back row. Or you can add any other tanky champion.
Mid game
Adding to the Frost champions, if you go for a slowroll, you can stop at level 6 and roll for Warwick, Twitch to 3 stars. At level 7, choose to roll for Hwei and Swain to 3 stars, otherwise continue to quickly roll for 8 to get Olaf and Diana.
End Game
The 7 Frostbites set is the champion milestone you need to reach, there is one last slot where you can put any champion into the team. At this time, the team's damage will be handled by Olaf, Smolder, Hwei and Diana. Smolder is a good damage dealer in the late game, combined with Hwei to get 2 Gunners and 2 Hunters.
Or if you can reach level 9, combine with Shyvana to get 2 more Dragons and buffs for the team. Or add another 5-gold general. At this level, players often add 5-gold generals that are seen a lot, but before that, they still prioritize clan-activating generals.

Build items for Ice champions
Focus on Magical and support items like Jeweled Gloves, Archangel's Staff, Spear of Shojin, Blue Charm, Nashor's Tooth, Deathcap, Giant Slayer, and Evil Tome. Physical damage and support items like Hand of Justice, Bloodthirster, Titan's Grasp, Infinity Edge, Rageblade, Red Buff, Giant Slayer, Blue Bow, Deathblade. Diana and Swain will need Thunderbow, Royal Crown, Gargoyle, Redemption, Blood Armor. Along with that are magical items for Zilean and Hwei.
Ice
Frost champions freeze the first enemy killed into an allied frost minion. Enemies will prioritize attacking frost minions within range when retargeting. Frost champions also gain Ability Power and Attack Damage. Frost minions have 300 health per level.
Frost still balances damage and resistance from early to late game. And it's also an easy-to-play class so you can use it to switch to another team late if you've had a winning streak. If you get 7 Frost, then your late game combo will depend on what you need.
